Can't seem to find this option. I can only guess it appears only if you've installed more than English language in your install. Can anyone comfirm this?

Mine was an unchecked box under English
System Pref > Intl > Input Menu and then look among your selections

My installation is English-only, and it works fine...

I'm glad to see apple has finally added a shortcut to getting at characters we may not use often. In the past to write the 'mu' symbol, for example, I would have to launch KeyCaps and fiddle with modifier keys until I found option-m would do it, then go back to the app I was in and finally enter the character. Not exactly user-friendly.
Menu widgets like PopChar and PickChar solved this by allowing one-click (usually) access to any character possible. Apple's Character Pallet falls in between the old KeyCaps method and the third party solutions. Because of the way it is activated, and its layout, there is a good chance you are 3-4 clicks away from any character you might want and then you have this floating palette to dismiss (unless you are lucky enough to have extra screen real estate). Hopefully Apple will do a better job of organizing the palette and provide an option for a drop-down menu widget.

An apparent side effect of enabling the Character Palette is that AppleWorks actually obeys the system preferences to show the century in dates (e.g., so that you get 3/12/2003 instead of 3/12/03), which it otherwise seems to ignore.

On my 10.2.4 system, running Stickies seems to turn on the preference to show the Character Palette even if it was off.
